Point #3 is remotely "significant". My perception is that it is more about the approach to programming you want to use to achieve your goal. You can do the above in most any reasonably modern language. But, racket has specific facilities that enable you to build small DSLs for purposes such as this one and do it quickly.

Glade

In QT, this is already handled by the description language that is used to describe the UI. And in a similar way, there are other descriptions you might want to see, such as the one used by glade or fluid or wxFormBuilder, or even whatever the MS Resource Compiler is called now.

Tailwind CSS

I'm experimenting on using something like tailwindcss + htmx. I use it now for my web apps and is a KILLER combo. Plus it matches much better your goal of being friendly to designers (being plain HTML and far easier styling without nearly zero js).
