I'd look into Action Network (https://actionnetwork.org/) to do your actual mailing list stuff. It's much much cheaper than Marketing Cloud and can sync data to and from your Salesforce instance. I work in policy and have successfully passed state legislation, although I have not done policy work in the animal welfare arena. My advice would be to build as broad a coalition as possible so it's not a niche "vegan special interest" thing. Can you persuade folks from the public health community to offer support? I think the most important part of this project is that its a meta-platform. Its a useful tool for any activist in the country. Any organizing efforts. Any protest movement. There are already groups trying to build networks of activists - lots of them actually.
