Insanely high ping and laggy speeds since one week ago

I use speedtest.net , fast.com, and the google test. Fast is the only one showing the fluctuating speeds, and if I try downloading something it'll jump up and down from 1kb/s to like 30MB/s. The devices and usage in the house have been consistent since we moved in two months ago, the issue with the ping and bad download speed is quite sudden. At this point I think it could be something wrong with the aprtment building, as they provide each apartment with bell internet.
