You could give Zammad a shot. It is free and self-hostable, with multiple external authentication services usable. For re-occurring tickets you will have to setup some CRON jobs that use CURL, but since it's a one-and-done thing it shouldn't be too bad. It does not have an app sadly, only a web interface.
