That's years after Riftcat/VRidge, iVRy and AMD ReLiveVR did it and finally Airlink only happened because VirtualDesktop was stealing the show, an as far as I know only existed because this engineer started it on their own, PC compatibility was very very low on Metas TODO list. One way is with Vridge / Riftcat, which is the only program I know of which allows you to use the Flow with SteamVR. You have to install Riftcat on your PC, which can be downloaded on their website and then you have to install vridge on the Vive Flow. It's hard to imagine you've not seen Google's doodle guessing training (or their other experiments) but it's just another example of how little information you actually need to create a recognizable image, though Canvas also shows this off, but it has the benefit of material information. To come back to your original question, as far as I'm aware anyone can publish on arxiv or researchgate. People will just tend to take you less serious.
