I'm currently using tawk.to to chat with my visitors, but I would rather use whatsapp as a chat mechanism. There are a lot of plugins for that, but I'm not sure which one would suit me best. In which cloud is your oftware hosted? If it's hosted in AWS, AWS has a specific govcloud. So possibly you could get an account on there, and host a version of your software on there, specifically for them. Source: over 1 year ago
