It is. Most startups in the EU have to use more and more businesses in the EU. The selection is little, so way more changes to succeed if your EU based and serve both markets. A tool that I use a lot for all of my Google Ad clients is wordstream.com. They make it extremely easy to manage a Google Ads account because they have something called the 20-minute workweek that gives you tasks you can do on a weekly basis to improve that account.
