  Maybe I'm just paranoid, but this thing screams "phishing link" to me. Why is this not a subdomain of flhmsv.gov ? Why is it a dot com?? I'd heard things about there being malicious links inserted into legit websites through either a hack or browser malware. I've attempted to create a report on email messages following the resource on Salesforce.com. But, the results were minimal (657 all-time emails? Since 2017.)   You could use diawi.com or installonair.com to upload the signed app which will then generate a link and allow you to download and install the app on your device without requirement of connecting iOS device to your Mac. Source: almost 3 years ago

  You need the App signed for your device but you can't just install IPA's from the Files app. If the app is signed for use against your device and is all good with your Apple ID, I think you could probably upload it to installonair.com and from there, it generates a link for you to download and install over the air.
