An option I don't see often brought up but I use it myself and love it is https://github.com/theonedev/onedev. It has its own CICD implementation along with a visual interface to configure the tasks. I don't have any direct experience and am only suggesting it because you mentioned RoR...But Grails (https://grails.org/) is basically the JVM version of RoR (Groovy on Rails -> Grails). Source: over 1 year ago
