I used to use Metapad at times, apart from (mainly) gVim, on Windows. https://liquidninja.com/metapad/ Development on it has stopped, IIRC, but it is still available for download. Metapad is a nice replacement for Notepad, with a few extra useful features, but don't know if it has the feature you refer to. Likely not, because work in it stopped a while ago. I prefer the lighter replacements (notepad2, notepad3, metapad) on Windows, simply because Notepad++ seems to always have something to update when I start it on a server. Otherwise it's fine, but not a CLI editor. Source: over 2 years ago

Figma is a design/prototyping tool. So probably yes, but it's not directly resolving your end result. Webflow is SaaS, specifically a visual builder for websites. The two are not really comparable in which to choose. A better comparison would be Figma or XD. And for Webflow, something like Pinegrow, or CofeeCup's Responsive Site Designer. I also don't have much experience with DW but something that I have seen do similar stuff is pinegrow which is quite cheaper. It has free trial so maybe you could see if it will fit your needs. Source: over 1 year ago
