When I've needed to do this I've used Kapow in the past. Kapow: https://gottcode.org/kapow/ Depending on the projects sometimes it was a specific allotted hours but some projects would feed into the next project and I would want to capture the actual hours as I knew it would exceed the "estimated" hours of work.
