To start seeds, a grow light will be a big help. For a basic setup, you can look for a fluorescent fixture and full spectrum bulbs or grow bulbs at a home improvement store (Lowe's/Home Depot/etc if you're in US). I grow in containers, for many years. Peppers need 1/4 sand mixed in and don't fertilize till they are flowering. If they are growing one stem, pinch off the top to get them to branch at about 9".
