    For backups I guess it just depends. If I had a datacap problem I'd probably go with a NAS and only back stuff up to the cloud that are super important.     I believe what you are looking for is OwnCloud. You'll be able to write some plugins/apps for it that implement what you're looking for, and it would be a much better place to start than rolling your own from scratch.
