Perforce. As for DVCS, the best one I've used is Darcs: https://darcs.net/ There are some sticky wickets (specifically, exponential-time conflict resolution) that hindered its adoption. Well technically one alternative I am going to bring up predates Git by several years, and that's DARCS. Fans of DARCS have written plenty of material on Git's perceived weaknesses. With the newer, online work management tools that have project management features (ClickUp, Monday.com, etc.), several have free versions and you have the ability to create a custom field that you can use for the assignee, ignoring the built-in field that requires a licensed user or guest.
