I dunno if this is what you're looking for- but a couple of months ago I found this site: Comicfury to host my comics because all the big ones favor scroll and I like page format. There are teenagers there on the forums but the average age of forum participants is 20-40 (with a lot of over/under) and it has a very active forum section. Source: almost 2 years ago

You have Tapas, Tappytoon, Pocket Comics, Manta, and Lhezin Comics. I believe Pocket Comics and Lezhin Comics also have manhua which are the Chinese comics as well as the manhwa. Source: over 1 year ago

If by manhwa you mean Korean webcomics, then there are a few manhwas on webtoon app, but some other popular apps which have more manhwa than western comics are Tapas, Tappytoon, and Manta. Source: over 1 year ago
