In my own project we do it more transparent. We close if there is a good reason for it. We don't close just because no one is working on something. If there are no resources to work in it now but it seems important we keep it open until it is fixed. We do use milestones and priority labels to give the users an idea about our plans. - If you want a native encrypted cloud storage, one of the better priced ones is Mega. The free tier gives you up to 20GB to use. Here's a referral link if you want extra free storage a well. It's still E2EE, but not open-sourced. They do, however, have an audit on their encryption and source codes.
