Automate from Llamalab might do it for you. https://llamalab.com/automate/ I use it quite extensively and it is free on a limited basis. You can run I think three tasks simultaneously in the free version but you can get around that by creating a scheduling flow that starts other flows in a timed manner if you want. You're probably better off using home assistant if possible. In the case that you can't, what you can do is create some type of script that will send a web hook to IFTTT as soon as you log on that will turn your smart plug on, and another one that will do the opposite when you log off.
