You can use a free tool called MagicaVoxel which allows you to intuitively model voxel-based characters and props. You can then create a new mesh for every “frame” of animation and swap it out through GDScript / C#. I used this method in my Pac-Man VR game (check my post history). For more complex environments and terrains, such as that of Minecraft, you can use a height map based approach. Stick to a limited and colourful pallet, perhaps one generated from the various tools available like Paletton.
