  2. Inkscape is a free, open source professional vector graphics editor for Windows, Mac OS X and Linux.

Inkscape is nothing like Paint, being a vector editor, but that makes it incredibly easy to create text with an outline. Create your text, then use Fill and Stroke to set the color and outline. LibreOffice Draw (similar to Microsoft Publisher, if you're familiar) is the same sort of tool, and may be a bit more user-friendly. If all you're doing is putting text on top of images, this might just be the easiest option.

GIMP is a multiplatform photo manipulation tool.

GIMP is closer to Photoshop than Paint, and doesn't have an easy way to outline text, but the process isn't particularly complicated, but it's still a multi-step process. Paint.NET is a lot more like Paint, and a lot more powerful, but similarly requires a few steps to get outlined text. Both have plugins to achieve the effect, if either program ends up being more up your alley. Pinta seems to be the same story, but I can't even use the text tool without it crashing.
