ISP is giving full speed/unlimited internet to Speedtest, while throttling all other websites

And I am indeed being throttled, because on Speedtest I am getting ~70Mbps and on fast.com, which is a website for the same purpose, I am getting 30, and I can't download with more than 30Mbps although I was previously able to get faster speed before the trick I mentioned got fixed.

I would recommend using the speedtest.net app opposed to any speed test in a browser. Also, you can sit there for hours running different speed tests and get different results every time. You're not being throttled by your ISP. Whatever website or service you're using has thousands, probably millions of users. They are the bottleneck. For example, I have 750MBPS download. I will never see that when downloading a game on Steam or a large file from Dropbox. Not even 10%. There could still be an issue with the service you're getting but I would recommend trying different devices, hard wire straight to the modem, eliminate your own router or equipment as the problem. Sounds like a device issue to me but there are too many variables.
