If you don't mind getting your hands a little dirty with some scripting, I'd just go with Godot (https://godotengine.org/). It's free, open source, a full game engine, fairly light, and has a scripting language of its own which is fairly similar to Python - which means it's easier to pick up than others such as C#. It also has visual scripting. Lotta tutorials online as well.

Gdevelop (https://gdevelop-app.com/) <- quite comprehensive in what it lets you do, but will have a learning curve for someone with no experience.
