If you want to host in Japan with an English interface, good-to-great performance, and at a reasonable price then both linode and VULTR have datacenter locations in Tokyo. These are VPS providers though, you need to set them up and manage them yourself.

You don't need a .jp or .co.jp TLD domain. There is nothing wrong with either TLD (though for .co.jp you will need to provide proof of a corporate entity) but they are more expensive. If the name you want is available as a .com you can certainly go that route instead. Apple for example has their Japanese website hosted on their .com domain. If you do opt for .com or another TLD then I highly recommend NameSilo for registration. They do not do .jp or .co.jp though.

What kind of features is the site going to require? People are mentioning cloud providers, but that could be major overkill if something like GitHub Pages or Wix can manage what you need. I'm sure there are many similar options. These kind of services will help a lot with SEO, which will be pretty tough if you're doing everything from scratch.
