    For maps, I like Organic Maps, they are offline and use OpenStreetMap. Address search is meh, but depending on your country and region, most points of interest are there, and are searchable. However, Organic Maps is much better for parks and hiking than Google or Apple.

    To create webapps, learn some basic HTML and CSS first. Once you‘ve gotten the hang of it learn JavaScript. For maps, there‘s a nice JavaScript library called Leaflet JS.
