  The fact that you're able to traceroute and ping wikipedia.org through ICMP doesn't necessarily mean that's NOT blocked. ISPs here have recently gone through measures where blocking a website doesn't necessarily greet you with the official 'Blocked in UAE' landing page, instead they're simply blacked out with a DSN error, similar to what we are seeing in the case of wikipedia.org.   I know that some think the error is related to robots.txt (that is the file that prevents accessing certain files). But that can't be the cause. All visited web sites are listed in the drop down menu and for me the "Click failed" messages came for pages like cnn.com and wikipedia.org. These do not exclude their pages via robots.txt.
