Perhaps it's an issue with your own personal device, operating system, or heb.com account if it's an issue you've been experiencing over many months?     +1 for heb.com regular grocery delivery and Uber's Cornershop if I need anything from Costco. I don't own a car so I'd much rather pay the flat $5 fee + tip than spend a few hours just figuring out what I can carry, taking the bus/riding my skateboard, actually shopping, coming back, etc. The only time I go in-person now is if I happen to be near the area anyways and can fit everything in my backpack.
