Yes, they do come from different places. Twitch chat is just an IRC server with a web interface, while the systems that stream the video are separate from that. What I felt was odd is that I was getting any data through at all. NetUptimeMonitor was showing an inability to ping any of its targets, and I couldn't load anything new, and yet the Twitch chat window just kept on truckin' like nothing was wrong at all... Yeah, I thought about that too. Luckily I have Hotspot / tethering with my Moto G Power phone through Tracfone service. And on top of that, I use Net Uptime Monitor that monitors my Laptop connection constantly (I set it to ping every 3 sec.). It makes an Alert sound when a connection problem is detected. You're not missing anything in the Starlink stats. I have a PC that's always on and runs a little app named Net Uptime Monitor.
