If that does not correct the issue then start up process explorer, click the little target looking button (next to the binoculars) and then click the dialog window that you have in your screenshot (do not close it). This should highlight the process in process explorer and you can then navigate to the directory for the process and try to figure out if you can fix the .config file that matches the exe name. You may just be able to uninstall, or reinstall, the application as it is probably not working anyways.
