You can buy another coin, for example Litecoin, on your exchange, and then use a non-KYC exchange service like morphtoken.com, changenow.io, or fixedfloat.com, to exchange it for Monero. Actually, I apologize. It's a website called "morphtoken.com", for trading into Monero, they charge a flat fee of 0.00008 XMR and then a variable network fee of between 0.5% to 0.7% of the bid/ask spread. (I would assume they are acting as a sort of OTC market maker.). Source: over 3 years ago
