  It sounds like you want to run your containers on a serverless platform. You would need Kubernetes to use these but check out Kubeless or Knative.   Cloud Run is probably the closest thing to this. It's using https://knative.dev/ under the hood, and while you don't get such features as secrets management, for personal stuff it's not like you need to disseminate secrets to your coworkers every time they change, so it shouldn't be a big deal.
