It hasn't been done yet because it would either require each player to have the same mods...or they'd have to disallow mods (and the Sims games are pretty empty without mods). There is the Sims 4 multiplayer mod...and there's also https://freeso.org/. Source: 12 months ago

It's at the point where some very popular older games (eg. Rollercoaster Tycoon, Sims 1/Sims Online, Elder Scrolls II: Daggerfall and Elder Scrolls III: Morrowind) are all getting re-implemented with custom-built open source engines or re-implemented into new engines by the community still playing those games which essentially means they'll likely be playable and getting new content for a very long time into the... TS1 was limited, but the limited graphics meant you didn't bump up against it as much. If you use FreeSO or Simitone or mod the game so it runs at modern screen resolutions the 2D graphics actually still holds up and looks nice.
