I just found a few data collator sites, zoominfo.com and signalhire.com are just two - they seem to scrape sites like Linkedin etc and collate everything. Personal numbers can be found pretty easily, if you've ever signed up for a business identification number it could be there, could be in a data leak somewhere - these companies are pretty shady and will buy data from places to just get a lead. I suppose the easiest way is to just search the company on the intrawebs and see what their web site pulls up. You can kind of tell from there and their Yelp reviews/Google reviews, if they are their own company or some kind of contractor type company. If you are willing to "loosen" your requirements slightly, VOIP.ms (https://voip.ms/) VOIP phone numbers support SMS send/receive (including a web interface in your account to do send/receive) and using one to send/receive SMS codes would be relatively inexpensive (if you pick their "pay for usage" version). This is usually very limited. For instance, I used voip.ms, and they limit it to 100 per day and costs me abotu a penny a message (separate charges for inbound and outbound, so 2 cents to receive a message and then forward it along) This is done because SMS forwarding looks spammy and the receiving carrier will block the sending carrier entirely (this is why Google had to end it).
