I agree this is the most likely case mostly based on what the developers wanted out of Breath of the Wild. They confirmed it was a long time in the future (idr where though, someone else is welcome to help there) so far ahead of whatever timeline it's in that past Zelda games were considered having faded into legend. For me, one of the best roguelites is Nuclear Throne. They have permadeath, they have procedural levels, the have difficulty peaks but all is set correctly. All the progress come on the skills.
