For Germany you can set up a profile on xing.com. Recruiters will contact you if you have something to offer. It's harder to get a job if you don't speak German but still possible. A complete remote job might be hard to get though. Source: over 1 year ago

It used to be (years if not decades ago) that a job description posted to ba.jobs.offered or the fledgling monster.com was probably a pretty fair take on what was needed for the job, and it was often written by the hiring manager with input from their team.
