One of the two creators of https://wormhole.app here :) Now that we’ve shifted our company’s focus to https://socket.dev, I’d love to open source Wormhole. I’m quite proud of the code - I’ve worked on P2P and file transfer systems for so so long that I think this might be some of the best code I’ve worked on. Other than those you mentioned, there is Warpinator. It works flawlessly for me. You need to create a hotspot manually if there is no internet. Source: over 1 year ago

[Warpinator](https://github.com/linuxmint/warpinator) will do this. I've used it in the past and I just double checked if it will send android to android, which it does. There are packages for Windows and in F-Droid. It is developed by the Linux Mint team, so seems like a trusty source. But, always double check if you are confident in the publisher.
