Vultus Recruit is one of the best ATS we have used so far. It's full of amazing features that empower our recruiters . The great thing is it is affordable and has the same- and sometimes more- features than its costlier competitors. Vultus's support team is very understanding and are always quick to help us if we face any issues in using certain features.
Based on our record, Gusto seems to be more popular. It has been mentiond 18 times since March 2021. We are tracking product recommendations and mentions on various public social media platforms and blogs. They can help you identify which product is more popular and what people think of it.

Third - the 1099. If you have a consulting contract, then you don't have to pay taxes for the individual. The consulting contract will clearly state that they are responsible for all taxes, including self-employment taxes. I still use a payroll service (gusto.com in my case, but whatever floats your boat) to pay contractors, that way someone else is taking care of the 1099s and such, which can be a pain in the ass.
