Depends on what you mean. There's some 3D modeling programs directly for the quest, but if you're wanting something like a CAD software, I don't think there's anything quite on that level. Closest to that would be if you were using PCVR, then there's VRSketch that's an extension for Sketchup that lets you build in VR. Source: almost 2 years ago
You could use Sceelix's procedural generation engine, which is now open source: https://sceelix.com, where you can generate terrains, roads, cities, etc. Source: almost 3 years ago
