Yes, we (Managecast) fully support dedicated ReFS volumes which are particularly cost effective for clients with long-term retention requirements. If you're not too far from Europe* then Koofr might come pretty close to your idea. 1TB "lifetime" 160 US$ ATM (less if you find a coupon they accept at checkout, many generic Stacksocial-Codes worked in the past).
