Like I said, if you only allow USGS employees to make accounts on the USGS instance, then there is no moderation needed. Such a theoretical USGS instance would not repost or broadcast external content without someone on the USGS instance explicitly reposting or boosting. Not at all, every situation is different. There are certainly conditions and requirements, but there is no "just because his family is Turkish" reasoning in a determination. That's illegal as it would be blatant prejudice and possibly racism. However if he travels too frequently without reasonable explanations then yes, that could be within guidelines for a denial.
