While they do verge into engine territory, they're not editor-based as Unity and Godot are, and in fact the editors for each are quite rudimentary and unfinished. Zbrush is the gold standard and it's not cheap. It has recently switched to subscription only. Zbrush also offers a stripped down free version for beginners and dabblers called Zbrush Core Mini.
