And also the weird thing that I saw is when you go take their survey so they can take your commission, they sent you to a weird ”typeform.com” link which apparently is a website that allowed them to have a web based platform they can use to create surveys without needing to...   It's hard to imagine you've not seen Google's doodle guessing training (or their other experiments) but it's just another example of how little information you actually need to create a recognizable image, though Canvas also shows this off, but it has the benefit of material information.   To come back to your original question, as far as I'm aware anyone can publish on arxiv or researchgate. People will just tend to take you less serious.
