Yeah you should vpn to Japan then add an account to your android phone in the setting. You can either add a gmail not tied to any android phone or create a new one. Once you get to the "add payment" step enter the dummy details (unless you really do have a Japanese cc add that) you can use this Link to generate a dummy cc (make sure you select visa).
