For how to actively distribute the newsletters if you go the email route there’s several services (unless you’re cool with just whacking everyone’s email into a BCC list and sending manually, of course) you might find Tiny Letter useful. It’s 100% free and intended for exactly this sort of content and handles important things like unsubscribe functionality. That said is does seem to require a postal address that... I agree with others in this thread that app-based is probably the way to go - especially if you're just building for one person. Just be sure she enables push notifications with the same settings as SMS. Others have mentioned Frontline (FYI: this product is end-of-sale), Crisp, and SpokePhone.
