For how to actively distribute the newsletters if you go the email route there’s several services (unless you’re cool with just whacking everyone’s email into a BCC list and sending manually, of course) you might find Tiny Letter useful. CleanTalk is a great plugin that's only about $12 per year, and I've read some people on this sub say that they use it along with Antispam Bee, which is free. It uses Clean Talk's servers to do all the spam detection, so it won't slow down your site.
