Tiki is very flexible full-featured multilingual content management system (CMS) which you can use “out-of-the-box” to build your own website (PWA or anything else you can imagine to access using a web browser).
It is a Free/Libre OpenSource Software (licensed under GNU/LGPL) which is being released every 8 months under the Tiki Wiki CMS Groupware project. I'd say you either use the generated profile picture and the services you signed up for use the same generator, like this one: http://identicon.net/ or your email address is not set to private and they can find your account on GitHub (don't know why they would do that though).
