Ditch Cosmic's launcher. It is underpowered. The best launcher to this day is still Synapse, even though it is not in active development anymore. You can use a third party app, either Dual Monitor Tools (http://dualmonitortool.sourceforge.net/) or the Cursor Lock app (https://www.snakebytestudios.com/projects/apps/cursor-lock/).
