Blender is amazing for rigging, but for everything else you described I'd say you should consider svgator.com. Not that popular from what I've seen on here, and the free plan is limited, but as far as ease of using goes it's hard to beat. It's browser-based, so there's nothing to install/download. I have 2 SVG files that I want animated and turned into a GIF, the site https://svgartista.net/ doesn't allow exporting as SVG. It's a shame because this is doing exactly what I need. I tried svgator but that could not open up my SVG files on that site, which is annoying. This could be done in css, but it's pretty complex. You would probably use custom animations with keyframes. Animation of logo looks like svg animation where you are somehow animating path. Look for svg animation example here: https://svgartista.net/. Source: about 2 years ago
