Ultimately what convinced me to proceed is that there are immense forces pressuring ML models to become SaaS companies. I believe Eleuther was much more selective what training data to use which is why they didn't need so many parameters. But is sounds like they're a pretty dedicated crew that will be working to make more open-source alternatives for ChatGPT for years to come.
