ShareX [1] is my other "must install" app. I never would have guessed how much my branch of engineering consists of "take a screenshot and draw lines, arrows and circles on it." I see. The short answer is no. Windows does not have that functionality. You can use a third party app, either Dual Monitor Tools (http://dualmonitortool.sourceforge.net/) or the Cursor Lock app (https://www.snakebytestudios.com/projects/apps/cursor-lock/).
