I rely mostly on Microsoft Academic Search. I find an article I need and then usually Google the exact title followed by filetype:pdf. For example: "Toward creating a fairer ranking in search engine results" filetype:pdf. Once a week (at least!) some research group publishes another review paper to the cs.AI section on ArXiv. Look for new [papers with "survey" in the title](https://arxiv-sanity-lite.com/?q=survey&rank=time&tags=cs.AI&pid=&time_filter=300&svm_c=0.01&skip_have=no). For fields where ArXiv preprints are the norm, Arxiv-Sanity [1] allows filtering by keywords and basic topic filtering. In ML, I personally like skimming Davis Blalock's Davis Summarizes Papers [2].
