I have used 'RunAsRob' https://robotronic.de/runasroben.html for this. You'll be able to set it up with a custom shortcut to the program that will run the program in the user's session but with local administrative rights. Source: about 2 years ago

It's been a long time since I've done anything of the sort you've requested, but have you looked into RunAsRob? It used to be reasonably safe (somewhere in the vicinity of 7 years ago), though I'd recommend doing your own homework before taking the suggestion onboard.
